What is a selection committee?

A selection committee is the group that makes the final award decision in a scholarship or grant program. It takes the assessments produced during review and decides which applicants actually receive funding, holding the ultimate accountability for the outcome.

The committee is where evaluation becomes decision. Reviewers can rank and score, but at some point a body has to choose who is funded within a limited budget, and that choice, with its trade-offs and priorities, is what the selection committee owns.

How is it different from a reviewer panel?

This is a distinction worth drawing carefully. A reviewer panel evaluates and scores applications on their merits; a selection committee takes those assessments and makes the final funding decision. Reviewers judge quality; the committee decides outcomes.

In smaller programs the same people may do both, which is why the two are easily conflated. But the functions are distinct: one produces an assessment, the other converts assessments into awards. Keeping the roles clear matters for accountability, because deciding is a different responsibility from evaluating.

Why does the committee's process matter?

Because the selection committee carries final accountability, its process has to be defensible. When an unsuccessful applicant or an oversight body asks why one candidate was funded over another, the committee must be able to point to clear criteria and a recorded rationale, not an unminuted discussion.

This puts particular weight on managing conflicts of interest at the decision stage. A committee member with a connection to an applicant must be handled as rigorously here as at the review stage, since this is where the binding decision is actually made.
